Job description

The operations planner is responsible to ensure rigorous and efficient planning of vessel or yard activities to enable the achievement of productivity targets.
During operations, the planner supports in providing alternative plans in case of deviation to ensure productivity and capacity targets are safely met
The position is responsible for efficient use of the Terminal Operating System using established standards and best practices
An operations planner can be assigned either to vessel planning or to yard planning

PRINCIPAL ACCOUNTABILITIES

Vessel Planning

  1. Assume responsibility for the entire Cargo Control Process.
  2. Process various vessel related EDIs and follow up on their timely submission as applicable
  3. Ensure that the load-lists are finalized in time prior to the vessel ETA. Clarify issues with the shipping lines to mitigate disputes.
  4. Interact closely with the shipping lines regarding additional changes after set cut-off time has passed.
  5. Ensure a timely delivery of Terminal Report per vessel call, and prepare pre billing file
  6. Ensure close collaboration with the relevant counter parts at Liner Operations Cluster (LOC) and the Global Stowage Planners.
  7. Investigate and document service failures, and report them to the appropriate parties.
  8. Respond to inquiries related to Terminal Departure Reports for vessels no longer at berth.
  9. Responsible for providing vessel and shipping agents with information about vessel load and discharge processes.
  10. Maintain ownership of the vessels under your control and assist if planning disturbances occur during vessel call.
  11. Ensure efficient and highly productive planning as per established standard with due consideration to the vessel stability and safety under load and discharge.
  12. Prepares and communicates vessel load plans and vessel work plans.
  13. Keeps the quay-operation and vessel administration systems updated.
  14. Controls the execution of the vessel operation plan.
  15. Preparation and execution of vessel discharge and load sequence to support, achieve & sustain productivity targets per quay crane operation
  16. Manage and control the execution of the vessel operation plan, ensuring that the vessel file is closed within one hour of the completion of vessel operations.
  17. Filing and housekeeping of planning related papers in accordance with standard operating procedures. Also maintain that all vessels receive paperwork in a timely manner.
  18. Provide all loading documents, and quay crane working sequence to vessel prior or latest upon arrival. Ensure that all vessels receive final departure paperwork in a timely manner
  19. Understand vessel stability and safety under discharge and load criteria and whether intended discharge and load plan meets those criteria
  20. Maintain a continuous improvement mindset by actively seeking ways to reduce wastes in operations through a better planning
  21. Constantly seek look for ways to improve own skills level in using the terminal operating system
  22. Work hand in hand with other sections of the operations to achieve the department wide goals
  23. Act as an active member of the Integrated Operations Center and actively collaborate with all functions therein to ensure smooth operations executions

Yard Planning

  1. Ensure container decking is planned to follow strictly the set yard strategy
  2. Maintain all yard planning related parameters /settings in the Terminal Operating System (TOS) to ensure smooth execution of operations
  3. Provide alternative plan in case of deviation /exception during execution to ensure the aim of adhering to the yard strategy and established standards
  4. Work closely with the yard strategist and other planning staff to ensure plans are coordinated and provide the best possible performance to the operations as a whole
  5. Manage the continuous process of yard integrity and ensure yard inventory between the TOS and the ARMG block management system remains on par.
  6. Responsible daily for ensuring that a proper plan is set for the yard operation to run in a manner that achieves maximum productivity and efficiency, with 100% system integrity as it relates to the equipment location.
  7. Reduce unproductive moves to the bare minimum required.
  8. Monitor and fine-tune the terminal operating system to ensure that yard planning is satisfactory and meets the strategy requirements.
  9. Nominate empty equipment for shipment as directed by the concerned shipping line.
  10. Constantly seek to look for ways to improve own skills level in using the terminal operating system
  11. Work hand in hand with other sections of the operations to achieve the department wide goals
  12. Act as an active member of the Integrated Operations Centre and actively collaborate with all functions therein to ensure smooth operations executions
  13. The key impact of this incumbent will be the maintenance of operational efficiencies in the terminal. Responsibility for the execution of day to day operational activities.

QUALIFICATIONS/SKILLS/EXPERIENCE

  1. Master or Engineering degree in relevant fields (IT, mechanic, automation, civil, Industrial, statistics, business administration, or alike)
  2. Requires a high level of planning and organizational skills.
  3. Requires the ability to maintain high level quality of work under pressure
  4. Requires advanced computer skills
  5. High level of integrity and ability to collaborate effectively in a dynamic environment
  6. Proven demonstrated ability to be a team player and is able to work independently within the defined project, maintaining a good relationship with customers, staff, and other project team members.
  7. Must have good analytical skills to be able to provide solutions to issues/exceptions in a relatively short timeframe
  8. Requires an advanced level of verbal and written communications skills in English
